I didn’t like the Kalos rivals either. I was just saying that Wally is pretty good, he develops a bit and feels very real for his age, and his final battle did leave a good impression, for me at least. Oh right, I forgot about him. Yeah he’s pretty good, but a little bit too much of an over the top edgelord for my tastes. Awesome theme though.Gladion was a good rival if he counts.

On the other hand if they do level scaling and even adjust teams based on the order, it would be extremely replayable. For example it really wouldn't be that hard for them to do something like the first 3 gyms are capped at 3 pokemon for the leader, and scale up the levels and number of pokemon depending on how many badges you have. This way you wouldn't even know what a leader's full team would be on a subsequent playthrough. I know this is wishful thinking, but they have to be aware that they can't just do what they did in gen 2 and it will be accepted.I mean… no you couldn’t. Also, this aspect of the games actively hurt gen 2 in particular, so im pretty skeptical of it returning here unless they do some sort of level scaling.
