The original japanese double release was Pokémon Red and Pokémon Green, Pokémon Blue was released there shortly after with minor improvements.
A while later they released Pokémon Red and Pokémon Blue in the west after retweaking them to make sure they were pretty much the same product (so I'd assume the minor improvements in Blue were also given to Red). But some reason Green never made the cut, so it wasn't released here; probably an executive decision to improve sale performance?
