The answer was originally going to be Wizzrobes, but I had a change in mind. It is neither Wizzrobes or Sandworms

Correct, it is Warp Phantoms.

Warp Phantoms can teleport anywhere Link is in the Temple of the Ocean King and the Tower of Spirits. One Warp Phantom is strong. If one hits Link, he will be knocked unconscious, and have to restart at the beginning of the room. There are power in numbers in the last room of the Temple of the Ocean King. You also see them multiple of times in the Temple of the Ocean King and Tower of Spirits.
