You jump into the waterfall, then into the solid cliff face behind it, you drop the cookie and it goes downstream, I'm then found fishing and I catch 2 hyrule bass, a Seaking, 4 magikarp and the cookie.

I have the cookie, 2 hyrule bass, a seaking and 4 magikarp.
