My guess is that the Black Veil prevented any action from taking place--investigation, elimination, obstruction, what have you. The trade-off was that everyone was given a place to deliberate, or deceive, although I'm not sure if "everyone" means every single player. The Night scene mentions a group of strong-hearted people pulling themselves together, so it could just be a select few.

I can confirm if the Black Veil did it did not affect night actions. Did anyone get a message of protection before they were invited into the QT?

I think the "strong hearted players" was referencing the relative inactivity of the QT

I checked yesterday, so here's what I had down: Kiddrangon targeted Sheik who is now Johnny II.

It seems to have been a nonlethal targeting.
