If you find yourself making the eyes first you're headed in the wrong direction (no pun intended). I recommend a YouTuber named ADCArtAttack. He has don't vs do compilations (two Naruto versions and two Dragon Ball Z versions - it's all really the same kinda thing) that really helped me. If you watch him draw you'll get a good grasp on it very quickly.
Eyes are the one thing I'll probably go to a tutorial on,everything else I'm pretty solid on. I have seen eyes first recommended before, no right or wrong way to do it.
I see why you're having trouble with the outline of the face. You're drawing the features first. I find the best way to do a face is to start with the chin, outer cheeks, and ears.
But for someone who picked it back up three days ago it's awesomely awesome.
