Yeah I assumed that based on the Windows 7 logo and crunchiness. I feel like internet art in general was lower quality back then.

Yeah, not a lot of people seemed to understand there were drawing programs outside of MS Paint at the time. It's always kind of mindblowing when I see a digital drawing from 2000 or below that's actually professional.
