It just depends on which vote rules Heroine is going by.
I know two.
-The person with the most is lynched
-Nobody is lynched unless over 50% of the players vote for them
I also know four 'tiebreaker' rules, if following the 'most votes' rule.
-Neither of them die
-Both of them die
-A coin is flipped to see who dies
-The person who's last vote was accured the most recently dies

I'm not sure which rules Heroine is going off, but it'd be nice to know.
