It's not really a case of how the horns got like that, it's simply a case of what they look like in that universe. There doesn't really need to be an explanation to be honest, it's pretty much a view of what they would look like in a Parallel universe.

Because the goats look like Ordona and Ordona is a light spirit so it looks like whatever the heck it wants to look like.

Exactly. They're not born that way, their horns just keep growing until that happens.

I can't say how they got that way, but I know if you cut the heads off one of them, you can make a pretty good basketball hoop.

They resemble the guardian of the province, Ordona. Thus they get their defining characteristics from him. So they were probably born with it most likely.
