Who do you think the Best and worst Villains are?

When you state this state who you think the Best and Worst are for Films and for Games.

Films:

I think that The Joker from The Dark Knight is the best
I think that The Stay Puft Marshmallow Man from Ghostbusters is the worst

Games:

I think that either Sephiroth from Final Fantasy or Ganondorf are the best
I think that Bowser Jr. from some Mario games including Galaxy is the worst

Worst: hard to say to many

Best: Gary Oak/Green.."Smell Ya' Later"
Worst: Voyager from Xenosaga games...there is no depth to him at all.

Worst:Max Zorin from the James Bond movie A View to a Kill.

Worst:Bellum.
Comic Books:
Best:Green Goblin.
Worst:Mad Hatter.
Anime:
Best:Kagato(Tenchi Muyo).
Worst:Most of the Dragon Ball villains.

The Master (Doctor Who) is probably the best villain on television. The Joker based on any potrayal is brilliant too. I'm finding it hard to come up with a bad one.

Best: Slade from Teen Titans (He and Ganondorf are very similar IMO)

Pretty much all the characters from South Park are not Villians or heroes so there really anyone you just pointed out there other than Satan and Saddam Hussien from the Movie.

Best: Jigsaw from the saw films, or Thomas Hewitt (Leatherface) from Texas Chainsaw Massacre.
worst: General Grevious from star wars 3. Even though he is very cool, he is rubbish.

Games:
Best: Nemesis from Resident evil.
Worst: Dr eggman from sonic. I swear in some games he is Sonic's friend. He's so awful, you fight him on every level and beat him about 8 times a game.

Comics:
Best: Galactus from marvel. HE EATS GODDAMN PLANETS!
Worst: anyone from DC ever. Mainly the penguin. It's just some fat guy with a cane.

he freaking destroyed those building and his face was demonic. i see him as the best villain

Some of my favorite villains:

Millions Knives (Trigun - a conflicted genocidial maniac and literally, the hero's twin)
Legato Bluesummers (Knives' right hand man from Trigun - when he smiles, all the puppies and the kittens in the world die! *Inside joke on Trinut forum* But, really, he is seriously scary)
The Claw (Gun x Sword - he's evil Mr. Rodgers! What more could you want?)
Ganondorf (LoZ, of course. The evil that can never truly die and merely awaits another game.)

Worst villains:

Bowser (Mario - he even becomes goofy COMIC RELIEF in the 7Stars RPG)
Light (Death Note - I still liked him as a character up to a certain point, and he shows how idealism can be dangerous, but he's such a pretentious snot).
El Oso (El Tigre - but, the thing is, he's *supposed* to be inept and therefore funny, so I don't know if he really belongs here). On that note, I would have said El Cucharon, the villain with the power to control spoons, but he actually turned around and became a good guy. El Oso still tries to rob banks.

Worst Villains are:

Anakin Skywalker - Star Wars III.... FAIL! [sarcasm] It wasn't his fault he turned bad... It was because they were holding him back. [/sarcasm]
Xerxes - 300
Kefka - FFVI... I mean come on man... seriously? The guy was a Clown who just happened to get some powerful statues
Green Goblin - Spiderman (movie)
