Tears of the Kingdom In-Game Description

Stormy Milk is a piece of food in Tears of the Kingdom. When drunk, Stormy Milk grants a temporary attack boost during thunderstorms, in addition to restoring a variable number of hearts. Cooking under a Blood Moon may increase this effect.

It can be made in a lit Cooking Pot using a Shock Fruit along with some Fresh Milk. Adding in an additional ingredient with a conflicting effect will cancel out the Stormy effect and produce something such as Fruit and Mushroom Mix instead. There is no benefit to canceling out effects in this manner.
