Fuse Attack Power is a number that appears under the name of any material in Link's inventory once Link learns the Fuse ability. This number shows how much the damage of a melee weapon or arrow, or defense of a shield will increase once said material is Fused to the weapon or shield. It does not show how much damage a corresponding effect of that material will do. For example, a Ruby has a Fuse Attack Power of 1, but if it is fused with an Arrow, the resulting explosion will do an unreasonable amount of damage, definitely more than the 1 that is shown in the inventory.
