Fi's is asleep (lazy a**), that'd be my guess as to why not, and you were supposed to learn it in OoT, so maybe they planned to have Fi in OoT? Iunno.

Possibly over the course of the years, it evolved into other styles of attack. Such as the Sword Beam, Hurricane Spin, etc. Some would ask the question "Why doesn't it have to charge towards the sky?" Well, possibly since the Hylian's connection to the sky had faded away, so had the sword's. And when the connection faded away, it was replaced by other means of charging (Full health etc.)
