i can't find the first shard! i even got the chart and it ain't no help

Triforce chart one... that is the Islet of Steel, which is in area B5. Take out the gunships and turrets around the Islet and enter the Islet, inside is a small room with some jars of Rupees and a windmark on the ground. Play the Wind's Requiem and a chest will appear with the first shard inside.

Edit: If the chart isn't any help, it may because it's not translated. Take it to Tingle on Tingle Island and for 398 Rupees the Tingle will make it readable. All the charts must be deciphered by Tingle first I think, or they won't work.

After deciphering the chart, head to the Islet of Steel like Ganondorf said. Look for a light, and sail in the general direction of it until the music changes. When the new music is at it's loudes, use the grappling hook in that spot, and you should get it.

 

[Fierce]

Use your seacharts to find out where your yellow arrow is in relation to the "x" and move accordingly. If you aren't on the little map on your treasure chart (the blue side) then you aren't close enough. If you are far away, head for the shining white pillar. When you are close to the X you will hear a shimmering noise.
The louder it is, the closer you are.

I find it helps to compare the map the respective portion of your seachart and look at the treasure chart at the same time.

If you are doing this and still struggling, you might be in the wrong area. The order you obtain the shards is not linear, so you may be in the wrong place if you are following some sort of guide. You remember the IN-credible chart tingle gave you? After you verify that chart, a triforce symbol will glow in the area that you need to be in. Make sure that's where you are.
