There is just a guy that is good with maps and apparently they all are obsessed with fairies and dress in green clothes. I don't think they are the exact same person. Maybe The Wind Waker Tingle could be a descendant of The Majora's Mask Tingle.

First, everyone in Hyrule has a Terminan counterpart, and vice-versa, and plenty of people have reincarnations, namely Zelda, Link, and debatably Ganondorf. Using that logic, we can assume that there was a Tingle in OoT that we didn't see, and this Tingle is his descendant or reincarnation.

According to the spin off games, Tingle is immortal as long as he has rupees... so it might be the same tingle. It would trouble me greatly if there were TWO Tingles.

Maybe they will turn Tingle into a race/tribe in future installments. Can you imagine; Tingle Village?
