Uh well I've seen that it works quite well. Gives the real Doctor some extra time to act.

The situation was slightly different then. In the last game, while it was still unnecessary, it was still somewhat forgivable because it acted as a counterclaim against Malon's fakeclaim. This time, there was literally no reason for it, and Storm's responses give me the impression that he just wants to piss people off.
