Took a long time because for awhile, I thought I needed the boots to actually catch the guy, not the other way around. XD

I talked the little boy next to the thief and then snuck up behind the thief and jumped out. I got the pegasus boots just after i entered the dark world

When I walked up to the shady guy he ran away so I decided I must need the Pegasus Boots to catch him. At this point I ran around Hyrule for a good amount of time before using a walkthrough.

When I got the game I was under the impression that you had to catch him with the Pegasus Boots, but then I learned that you get them from him from a friend. She also told me what to do to get them from him. As a result of that, I ended up getting them close to the end of the game in my first file.

Vaguely remembering the events from ALttP, I remembered where to get the flippers to reach the second/third dungeon. The Zora near the witch's house talked about a guy jumping the gap and immediately knew someone was running around with the Pegasus Boots. I continued into to the next few events until I tracked the gem thief down to Kakariko.

It actually took me a dungeon or two after this to understand how to get close to Mr. Speedy. He is immune to bombs, the hookshot, arrows, boomerangs, and everything else in my inventory. Part of me thought the Pegasus Boots were located in some other location, but that just did not make too much sense. I took my hand away from the circle pad, thought it over in my head, and realized to use the merging ability. I felt both accomplished and stupid afterwards.

I'm very certain by this point everyone who commented here already knows how to get the boots, so instead I will provide you my situation on how I retrieve when I first met the Shady Guy on my way to Zora's Domain when I first saw him. Judging by the way he was moving, I knew he had to boots right from the start. After I left Zora's Domain I then remember that when I previously set foot in Kakariko Village I saw him at the village and immediately set my lock on the target. Once I found him again, I tried chasing after him but he was simply to fast for me. I then noticed the wall behind and then it hit me. What if I sneak up on him with my merging ability and see if I can catch him by surprise. Sure enough, I was right and obtained those precious boots! :3 :)

yeah i didn't get what i suppose to do until later on
i thought that i would get them in a dungeon but as i get farther in the game and starting seeing more of the baby shell guys and trees and rocks ans such,i had a feeling i was already suppose to have them
i also had a feeling that the theif guy had something to do w/ them,so i tried to sneak up on him till eventually i talked to the kid that said i should get him from behind....then i remembered this game a painting mechanic

I found them totally by accident. I tend to wallcrawl wherever it is possible to, just due to the mere possibility that there could be something beyond what the naked eye sees (which has, as of yet, proven inconclusive). I saw the guy standing in Kakariko, and thought it would be funny to jump out at him. I didn't even know that he ran away when you approached him. That was shortly after the first journey into Lorule.

Well, I concluded that the running guy wouldn't be there if I wasn't meant to catch him in some way. Since he would run away the minute I approached him, no matter what direction I came from, I realized I had to sneak up on him in some way, and it was when I noticed that I could merge into the wall around the corner that I realized how I could achieve that. I didn't know he would give me the boots, I just figured I'd get something from him. How I figured out that the boots existed in the game was from talking to the race guy.

I knew what to do because... well, I dunno, I thought they were making it obvious. The guy ran really fast, characters mentioned his speed, and he ran all over the place in Kakariko Village just like the running boy did in ALttP, and you needed the boots to get him. He kept running near walls, which the game made you merge with at every turn, so.... yeah. Just had to catch him and take the boots. *shrug*
