The Purah Pad camera must have been unlocked by Robbie in the Camera Work in the Depths Main Quest; and the clutter in Gerudo Canyon Stable cleared away in the Piaffe, Packed Away side quest.

The picture spot is on the East Gerudo Sky Archipelago, Travel to Rakashog shrine and walk to the left "arm" of this floating island and take a picture looking down onto Spectacle Rock.
