The Spring of Power is a Shrine Quest from Breath of the Wild.
Begin the Quest
At the East Akkala Stable, Link can speak with Nobo, who is sitting out by the Campfire, or inside by the table when it is raining. Link can ask Nobo about some of the locations in the area and Nobo mentions the Spring of Power to the west. She refers to it as a sacred place and the legend states, "Offer the sacred article to the Spring of Power."[1] This will begin the shrine quest.
Guide
The Spring of Power is located directly west of the East Akkala Stable. Once Link arrives, he can pray to the Goddess Hylia, who tells Link to offer up Dinraal's Scale to the spring.[2]
The best way to get Dinraal's Scale is over at the Tabantha Great Bridge. Warp over to the Tabantha Bridge Stable and use the campfire to advance time to morning. Then run over to the Tabantha Great Bridge and wait until about 7am. Dinraal will approach from the north and will fly underneath the bridge. If it's Link's first encounter with Dinraal, the dragon will drop a Scale regardless of where it's struck. If it's not Link's first encounter with the dragon, striking Dinraal anywhere in the body other than his horn, face, or claws, it will drop a scale.
At the Spring of Power, drop Dinraal's Scale as an offering. This will open the gate behind the statue, revealing the Tutsuwa Nima Shrine and completing the quest.
Tutsuwa Nima Shrine

The Tutsuwa Nima Shrine is A Major Test of Strength shrine. Defeat the Guardian Scout IV and it will drop a Guardian Spear++, Guardian Sword++, and Guardian Shield++. Link can then open the chest to get a Flamespear. Then Link can speak with Tutsuwa Nima at the altar to get a Spirit Orb.
