Zelda receives the disguise from Impa after she escapes the prison cell under Hyrule Castle to hide her identity from the guards; although the cloak part is Link's Swordsman's Cloak, which he discarded to fight Ganon in Suthorn Ruins and Zelda picked up as she escaped. The rest was apparently pulled from clothing Impa had not worn in a long time, as the game notes "it smells like a musty dresser" after Zelda dons it in place of her Customary Attire dress.
