The First Stamp Card is a key item from Echoes of Wisdom.
Echoes of Wisdom
"A stamp card for stamp-rally beginners. It was handmade by the Stamp Guy, and looks like it."
The Stamp Guy will float down on a parachute and give Zelda this when she checks the first Stamp Stand she comes across. Enlisting her into his "stamp rally", he gives her the card and gets her to stamp it.
When she completes it by stamping using a fifth distinct stand, he reappears in the same way, and gives her ten containers of fresh milk as a reward, plus the Exciting Stamp Card for the next five stamp stands she comes across.
