Whisp are enemies in Oracle of Seasons and Oracle of Ages
Oracle of Seasons and Oracle of Ages
In both Oracle of Seasons and Oracle of Ages, Whisp are found and they will slowly move around rooms, usually within some of the later dungeons. If at any point Link comes into contact with a Whisp, he will lose his ability to use his sword for a few moments. Whisp are nearly identical to Bubbles from The Legend of Zelda. Whisps are not able to be defeated and Link will just need to avoid them.
Link is able to acquire and wear the Whisp Ring. While he wears the ring, the Whisps will have no effect on Link.
The Minish Cap

A nearly identical enemy known with an alternate spelling of Wisp is found in The Minish Cap. There are two variants that appear, including Red Wisp and Blue Wisp.
