The Ice Spikes are an accessory from Echoes of Wisdom, with the Slip Reduction effect.
Echoes of Wisdom
"Footwear with spikes that stick into the ice. Wearing them helps prevent slipping."
When worn, the ice spikes allow Zelda to walk on ice as if it was grass; i.e., at normal speed without sliding around.
How to obtain
The ice spikes are in a cave to the east of the Hebra Mountain Smoothie Shop (from the Getting It Twisted quest), which is directly beside a waypoint, but up a tall cliff. Using a Crawltula with Reverse Bond is the easiest way to get up the cliff. The cave entrance is in the east of the peninsula, on the side just west of the waterfall.
The first room of the cave has one Tektite Lv. 2, while the main room has two Tektite Lv. 2s and three Ice Octos. Once these are gone, the Treasure Chest with the ice spikes will appear.
