Treasure Chart 27 is one of the 46 Treasure Charts found in The Wind Waker.
Acquiring Treasure Chart
The Treasure Chart can be found over at the Private Oasis, located one screen north and one screen west of the Forest Haven. When Link arrives at the island, climb up near the building and stand on the wooden railing. The ledge is a little too far for Link to be able to jump over to, so instead, he'll need to glide on over. Play the Wind's Requiem to shift the wind to the southeast. Then leap off the ledge and use the Deku Leaf to glide over and land on the higher platform. Carefully navigate around the water and open the chest to get the Treasure Chart.

Sunken Treasure
The corresponding Sunken Treasure can be found at Star Belt Archipelago and it contains a Silver Rupee, worth 200 Rupees.
