Why Did Generation IV Make So Little Fire Types?

I feel like Generation IV was basically re-releasing newer versions of Pokemon from Gen I and II to attempt to make them better. Gen IV managed to release barely any fire types which seems to be a theme in Pokemon games. It's almost like they forgot about fire types in general.

-Chimchar
-Monferno
-Infernape

-Magmortar

-Heatran

All we get is the starter, a Pokemon that requires trading to get, and Heatran..a legendary. Where are the fire types?

Generation III at least had Camerupt, Numel, and Torkoal to go along with the Blaziken starters.

Sinnoh is supposed to be a region far to the north, where it's rather cold. Hoenn, on the other hand, is pretty far south. Sinnoh introduced more ice types, while Hoenn introduced more fire. Really an issue of environmental climate rather than lack of developmental insight.
