i strongly doubt there is any conection they probably reused the sound not thinking anything of it other than it matched his creepy personality,
you also said this "remember that ancient tribe that the happy ask sales man was talking about that forged majoras mask, according to the Hyrule Historia, the Minish cap is before majoras mask so i think he is also a descendant of that ancient tribe"
vatti was originaly a minish!!! so are you saying that the ancient tribe is a tribe of minish and the happy mask salesman is a minish !?!? What!?!?! i think your over thinking this idea

I never noticed but now that I think about it, yes, I guess it does.

I'm pretty sure it's not connected. A lot of the sounds in MC are re-used from previous Zelda games.

I noticed that when I started playing MC the other night. I'm guessing they were just using sound clips from other games, because there were plenty of other recognizable sounds.
Heck, Zelda's theme sounded like part of the ending theme to Ocarina.. >>
