Other Regions As DLC?

A good question would be whether the standard Mystery Gift Pokemon, such as Deoxys, Celebi, Mew, etc. will still be Mystery Gifts or DLCs.

The special Torchic with Blazikenite is evidence that these sort of distributions will remain as Mystery Gifts. I doubt they will just turn from free downloadable gifts to paid DLC after all these years of distributing free Pokémon.
