If you use a guide consistently, it is definitely cheating. If you have been wondering around in game for hours or you just can't beat a level, use a guide. I really don't use guides unless I am really stuck, like in the guardian statue puzzle in Twilight Princess, the only other time a use a guide is to 100% a game so I can get the most out of my games. When you use guides in that sense, it isn't cheating.
