From experience, I know that you shouldn't start anyone who isn't a gaming pro on the first three games (Legend of Zelda, Adventure of Link, A Link to the Past), as they can get pretty frustrating. Majora's Mask is also questionable.
Personally, I find Link's Awakening, Ocarina of Time, Minish Cap, and A Link Between Worlds to be good options for firsts, in order of difficulty. They're basic Zelda Adventures that aren't too frustrating, have traditional control schemes, and stand out as having good dungeon design. Also, Spirit Tracks and Phantom Hourglass are good games to play early on rather than later, since players unfamiliar to the series are less likely to be annoyed by touch controls, and may appreciate the on-rails overworld and the routine of returning to a central area multiple times more than a veteran would, as it can make them feel less lost.
