TPHD-Wii U I can't talk to the 20th cat

In that cat mini game I've talked to 19 cats and I do know where the 20th cat is, I've found it but I can't talk to it. It's inside the building closest to the house and it's on that second floor ledge or whatever and I can't figure out how to talk to it. I can't ZL target it and I can't jump up to it. How do I talk to that last cat?

Sometimes you need to change back in human form. You can either use the clawshot on the wires hanging down in the air and climb up and change back into wolf shape. or if it is in the other building you need to climb up the crates and jump onto the platform. There is no way you can't get to it. Because you got the clawshot and you can change into wolf anytime you like without being interrupted by Midna.
