Funny Anime About All Girl School?

Ok, so about 6 months ago I was watching clips from an anime but I can't remember the name of it. I was about a young girl who joins an older all girl school because she was super smart. One of the scenes I saw was her theorizing over this girls pigtails, and about how there removable. Anyone have any clue what i'm talking about?

Only thing I can guess is Lucky Star, but I could easily be way off.

No its not lucky star. The opening had the lead character in a penguin suit. Im gonna annoyed if I can't find it, all I really remember was it having me histericaly laughing as it shared my same silly, immature humor :p
