ROM hacks can come in so many forms from small fixes or improvements to people creating their own games basically. Do you guys toy around w/ ROM hacks much? Or even translation hacks?
So far, the only hacks I've really used are ones that slightly improve or restore certain aspects of games. A good example is the sound restoration for the GBA version of Final Fantasy VI to have it match the SNES one.

If they aren't reasonably accessible via legal means, absolutely.

If a game is still being sold by a publisher of some sort and doesn't require jumping through any sort of technical hoops, then I'll always pay for my copies. If digital re-releases are being handled on a largely unsupported or abandoned system (Wii U) or being restricted through some arbitrary requirement (the 3DS' ambassador program), then I'll emulate.

(And the Playstation Vita is still the best homebrew device you can buy.)
