Are the Oracle games on 3DS Limited Edition like Four Swords or are they a permanent stay like Link's Awakening DX?

Four Swords was a limited time offer; not necessarily tied to a specific 3DS but it was only available in a certain time window.

They are permanent fixtures, not free like the Limited Edition FS.
