Kamaro would be the leader, but 'they' would be the dancing sisters in west clock town. I don't remember their names.
But I think the riddle is asking for 'I' which would be Kamaro's mask. lol.

That is correct, Pocket Asian. The Captain's hat causes ReDeads and Gibdos to dance when you wear it. Your clue was that he was the leader of the undead. If you wear the hat, they think you're him.
