While I agree that adverse cirumstance likely has a lot to do with Ganon's wrong doings, it is specified that his original incarnation in Ocarina had an evil heart. Or at the very least a greedy one. Evil is definitely in the eye of the beholder, but I do think that Ganon is evil. I think he was originally just a power hungry jerk who became evil as his thirst for power and his hatred of the gods grew, as is the case with all of us at one point or another. I noticed in an earlier post that someone said Ganon believed he was acting for the greater good, but I think his intentions have always been entirely selfish. He's never really seemed to care about rebuilding his race or improving Hyrule; all he ever seems to talk about is gaining power and enacting revenge on the gods.
