The Tower of Winds[1] is a location in The Minish Cap. In The Legend of Zelda: Encyclopedia, it is unnamed and described simply as the "home of the Wind Tribe"[2].

The Minish Cap

The Tower of Winds became the home of the Wind Tribe after they abandoned the Wind Ruins on the surface. Their main goal is to protect the path to the Palace of Winds, where the Wind Element lies.

Link arrives at the Tower of Winds while on his journey to find the Wind Element. Link can access this area very early on in the game through a Kinstone Fusion with Stranger in Hyrule Town, but his map won't have the area uncovered until he gets there via Veil Falls. When this area has been accessed through Veil Falls and all of the golden Kinstones have been fused, he can then take the warp back to his house and will be able to freely come and go as he pleases.
