Penn is a Rito found in Tears of the Kingdom.
Tears of the Kingdom
"SOAR LONG!"
Penn is a reporter working under Traysi for the Lucky Clover Gazette. His articles are popular among stablegoers. [1]
He can first be found at Lookout Landing standing next to the Lookout Landing Skyview Tower after it has been activated. Having just witnessed Link be the first person brave enough to use a Skyview Tower, he invites him to work at the Lucky Clover Gazette as a fellow reporter. He doesn't seem to know who Link is, even though he points out that he shares his name with "that famous swordsman".[2][3][4][5]
After each stable mission completed, he compensates Link's work with a sum of rupees, ranging from a Purple Rupee all the way to a Gold Rupee. When a certain amount of quests have been completed, he awards Link the Lucky Clover Gazette Fabric for the Paraglider.[6][7]
Potential Princess Sightings!

Penn can next be found at the Lucky Clover Gazette. He recognizes Link and tells him he'll put a word in for him. He explains that the newspaper firm was once a stable and implies that Traysi acquired it by dubious means. Traysi overhears and protests the claim.[8][9]
Traysi dismisses Penn so that her and Link can talk alone, where she asks him to help her out. After the conversation is over, she declares Penn and Link investigative partners, and the Potential Princess Sightings! quest becomes active, wherein Link visits different stables and investigates rumors and leads mostly related to Princess Zelda alongside Penn.[10][11][12][13][14][15][16][17]
Serenade to a Great Fairy

Speaking to Penn, Violynne, and Mastro at Woodland Stable will begin the Serenade to a Great Fairy quest. Violynne describes an event in which her and Mastro rode Breezer to go visit the Great Fairy Tera but were intercepted by a blonde woman jumping out in front of them, causing them to crash their cart. Penn speculates to Link that the blonde woman could be Princess Zelda.
After fixing the cart, Link takes Violynne and Mastro to the Great Fairy Tera and play a serenade to bring her out of seclusion. Penn arrives shortly after and, hearing what the Great Fairy has to say, is disturbed by the idea of a Zelda doppelganger lurking somewhere in Hyrule.[18]
For Our Princess!

Speaking to Penn outside of Foothill Stable will begin the For Our Princess! quest. He expresses confusion and worry for the members of the Zonai Survey Team, who claim that Princess Zelda herself ordered all of them to dress in only underpants.[19][20][21][22]
After Link travels to the Foothill Monster Den and defeats the Monsters, he can return to Foothill Stable and speak with the survey team. Zelda's orders were not to "explore in underpants", but to "explore all other paths". Penn is humored by this and comes out of the situation with admiration for the team and Zelda.[23]
The Beckoning Woman

Speaking to Penn and Nell at Outskirt Stable will begin The Beckoning Woman quest. Nell describes a strange encounter with a woman pleading for him to help another woman in a cagey, secretive manner.[24][25]
After traveling to the three-way intersection, Link will encounter the woman he described, named Ralera. Link follows her east, up the cliff near the Coliseum Ruins, and finally to the Great Plateau. It is here she reveals herself to be part of the Yiga Clan and ambushes Link with two other Yiga Footsoldiers. After they are defeated, Penn finds Link and asks what happened, shocked to find out the Yiga Clan was targeting "a young up-and-coming reporter who just happens to have blond hair".[26][27]
The Missing Farm Tools

Speaking to Penn at Wetland Stable begins the The Missing Farm Tools quest. Penn explains that someone named Izra claims that Princess Zelda borrowed some of the stable's farm tools and didn't return them. [28]
After finding Izra next to the stable's raft and bringing him to the Floret Sandbar, Penn joins them and watches the encounter between Izra and Magda, who was told to maintain the garden by Princess Zelda herself. They reach an agreement to both work on the Floret Sandbar's garden.
Gourmets Gone Missing

Speaking to Penn at the Riverside Stable begins the Gourmets Gone Missing quest. Penn explains that some people were expected to meet the chef of the Riverside Stable, Gotter, to share a recipe taught to them by Princess Zelda.[29][30][31]
The Blocked Well

Speaking to Penn at the Gerudo Canyon Stable will begin The Blocked Well quest. Penn tells Link that, mysteriously, Princess Zelda ordered the Gerudo Canyon Well off-limits, which forced the stable to shut down. Penn wanted to go down and investigate himself, but found he couldn't fit through the opening.[32]
After Link goes down the well, he can break the red rocks to find a cave filled with enemies. After clearing all the Lizalfos and the Like Like, Penn will call out from the surface. Link reports to him that there had been enemies trapped inside. Penn takes a charitable interpretation and says that Zelda must have done it to protect the stablegoers.[33][34] [35][36]
The Beast and the Princess
Speaking to Penn at New Serenne Stable will begin The Beast and the Princess quest. Penn informs Link that Zelda was spotted in "the subtropical region in the south" riding a large, tusked monster. He expresses worry and doubt over the claims. [37][38]
Whenever all missions have been completed, Penn can be found atop a tall stone mushroom in Washa's Bluff, the same place one of Kass' missions is located in Breath of the Wild.[39]
