Swim Speed Up is an effect found in Breath of the Wild, Tears of the Kingdom, and Echoes of Wisdom.
Breath of the Wild
When Link wears specific armor, it has an effect which will increase the speed at which he is able to swim.
Salvager Headwear (1.3.3+ only)
Salvager Vest (1.3.3+ only)
Salvager Trousers (1.3.3+ only)
Tears of the Kingdom

Specific armor also grants Link swim speed up in Tears of the Kingdom. The following armor pieces will all grant the ability:
In addition, the Rapid cooking effect was added, which is generated by adding Splash Fruit to any meal without clashing effects; and temporarily endows Link with a faster swimming speed.
Echoes of Wisdom
In Echoes of Wisdom, Zelda can purchase Zora's Flippers for 350 rupees. When Zelda wears this accessory, it will grant her the swim speed up effect.
