The treasure chest is located inside Upland Zorana Byroad, near Ralis Pond. Head to the right and go past the small pond. Once the iron gate at the end is lifted with Ultrahand, the water will drain. A hidden passage containing the chest will be revealed.
To find the hidden passage: When looking at the raised gate, it's to the right under the raised platform, behind the staircase.
