The Finned statue can be found in the Depths. There are a series of such statues, with one pointing to the next, leading toward the Abandoned Lanayru Mine.
Master Kohga of the Yiga Clan

As part of the Master Kohga of the Yiga Clan quest, Link can drop down the East Hill Chasm and he'll find the Finned statue. Following the Finned statues will eventually lead to the Takaruk Lightroot, and eventually all the way to the Abandoned Lanayru Mine.
