The Statue with raised arm can be found in the Depths. There are a series of such statues, with one point to the next, leading from the Great Abandoned Central Mine to the Gerudo Abandoned Mine.

Master Kohga of the Yiga Clan

As part of the Master Kohga of the Yiga Clan quest, Link will find a Statue bearing a sword, just near the Koradat Lightroot and Great Abandoned Central Mine. Link will need to follow a series of these statues throughout the Depths, eventually leading to the Abandoned Gerudo Mine.
