This is found in Royal Hidden Passage  which opens after doing a part of Regional Phenomena. The breakable wall leading to this chest is much harder than most, and may seem impervious to explosions, but with enough persistence (or melee/thrown weapons), it can be destroyed. Once you're through it, the chest is on a shelf near the ceiling.
