Happy Clover is a quest item found in Echoes of Wisdom.
Echoes of Wisdom

Zelda obtains the happy clover from Romi, a little girl in Hyrule Castle Town, who thinks they generate happiness. Having given one to her own father, she gives one to Zelda to pass on to her own father, the king of Hyrule. When Zelda does, this begins the From the Heart side quest.
