Ishto Soh Shrine is one of the many Shrine of Trials from Breath of the Wild.
Requirements
Bravery's Grasp
Pick up the laser emitter and move it out of your way to access and open the chest.
Now put the laser emitter on the moving platform so it will occasionally hit the shock switch for you. This will cause platforms to periodically move. Some platforms near the back of the room will help you reach a chest. Glide to them and ride them to the chest.
Afterwards, use the moving platforms to reach the altar for your Spirit Orb.
