Biri are recurring enemies in The Legend of Zelda series.
A Link to the Past

In A Link to the Past, Biri appear as Red Biri. They don't appear naturally, but will only appear after Link has first attacked a Red Bari. These smaller jellyfish share a lot of the same attributes as Red Bari and will occasionally spark, which can electricute Link if he touches them.

These floating jellyfish electrocute Link immediately upon contact. If they are defeated with the sword, they also inflict damage to Link. To defeat them, Link must use Deku Nuts which then stun the jellyfish, allowing Link's sword to cause damage either through a simple strike or a quick Spin Attack. Once Link has the Boomerang, he can use it to easily defeat them in a single hit. In general though, it is preferred to simply avoid them altogether.
Oracle of Ages
These jellyfish are smaller than Bari, and are encountered whenever splitting a Bari into two. Rarely appearing without the presence of a Bari which has been defeated, these enemies simply swim around under the water and bump into Link to cause him damage. Unlike Bari, Biri don't charge themselves with electricity in an attempt to shock Link. Swim over to them and slash them with the sword to defeat them.
A Link Between Worlds

There are multiple variants of Biri in A Link Between Worlds, including the returning Red Biri from A Link to the Past, as well as Purple Biri and Yellow Biri. The Purple and Yellow variants are nearly identical as the Red variants, appearing after Link has struck a Purple Gigabari and Yellow Bari, respectively.
