The Glow effect literally makes Link luminescent in a way which lights up the area around him.

The Miner's Set provides a permanent Level 1 Glow around Link with each of its three pieces, and all together produce a permanent Level 3 Glow, lighting up a wide area around Link. When upgraded at least twice, Link gains the bonus effect of Shining Steps, allowing Link to leave a path behind him that continues to illuminate for a period of time.

Note that the Radiant Set does not give Link the Glow effect.

In addition, the Bright cooking effect was added, which is generated by adding Brightcap mushrooms or Glowing Cave Fish to any meal without clashing effects; and temporarily endows Link with the glow effect; the effect can also be obtained with a Bright Elixir, made from Deep Fireflies.

Echoes of Wisdom

In Echoes of Wisdom, smoothies made with Radiant Butter and which have "Radiant" in their name give Zelda a glow effect similar to Tears of the Kingdom, as does Radiant Potion made with Radiant Butter and Monster Fang. There are no accessories or clothing outfits which give a glow effect.
