The treasure chest is located inside Upland Zorana Byroad , near Ralis Pond. Head to the right and go past the small pond. Once the iron gate at the end is lifted with Ultrahand, the water will drain. A hidden passage containing the chest will be revealed.
To find the hidden passage: When looking at the raised gate, it's to the right under the raised platform, behind the staircase.
