The note is one of the many Notes on the Table found throughout Hyrule. It is located on a table within the Carok Bridge Well, found west of Hyrule Castle Town Ruins, near the Carok Bridge.
Written by Chef Aurie Taamu, the note talks about how conditions in the area are pleasant. They are not too hot or not too cold, allowing Chef Aurie Taamu to instead just cook for pleasure. She was tilling the land, growing Fortified Pumpkins inside, until the Upheaval occurred. With more Caves popping up, her interest piqued and she left the cave.

This will proved more comfortable than I expected. Not too hot, not too cold... Cozy, really. For a well.
I had no need for heat-resistant chilly ingredients or cold-resistant warm ones. I cooked for pleasure instead of survival.
For a time, I considered tilling the soil in here, living off the land until the end of my days. But times have changed.
The upheaval formed a myriad of new caves. Consider my curiousity piqued.
Unexplored lands are a varitable buffet of cooking materials, and I, Aurie Taamu, intend to dig in!
