Arrows of Burning Heat is a Side Quest from Breath of the Wild.

Requirements

After completing the Seek Out Impa Main Quest, return to Kakariko Village and speak to Rola, the shopkeeper at the The Curious Quiver, the arrow shop in town. Rola will task Link with lighting the four torches that surround the Goddess Statue in the village, located just in front of Lady Impa's home.[1][2]

Unfortunately, none of these methods will work if it is raining at the current time.

After the four torches are lit, return to Rola for your reward of a Red Rupee.
