The Horse Race is a mini-game from Ocarina of Time and Majora's Mask.
Ocarina of Time
In Ocarina of Time, the Horse Race is available in Lon Lon Ranch. When Link returns there for the first time as an adult, he finds Ganondorf has installed Ingo in charge, kicked Talon out and reduced Malon to indentured servitude for fear of Ingo mistreating the animals. If Link pays Ingo 10 rupees to ride a horse, he can play Epona's Song to have Epona allow him to ride her. On the second ride, if Link talks to him while riding a horse, Ingo will challenge Link to a race for a 50 rupee bet.
While Ingo jumps the start, if Link is riding Epona (other horses are too slow), Ingo is not a great racer as he tends to take the corners pretty wide. After Link defeats Ingo, he panics and challenges Link to a second race, this time offering him a chance to keep the horse if you win. This time he's a little more vicious and will try to cut Link off as soon as he gets close. Just wait until you see a good chance and run by him.
After beating Ingo at both races, he'll realise Link was using the supposedly-untamable Epona, and lock Link in the ranch so he can't leave. Link can get out very easily though, simply get a running start and jump either the gate, or any of the shorter walls on any side. You'll then witness a short triumphant clip of Epona jumping out of Lon Lon Ranch.
Majora's Mask
In Majora's Mask, the Horse Race is available in Gorman Track. If Link rides up to the Gorman Brothers on Epona, they will insult the horse and challenge him to a race for 10 rupees. When Link wins the race, he receives Garo's Mask, which is required to enter Ikana Canyon.
